About the Initiative

A Global Coalition for Justice and Financial Restitution

The Global Compensation Initiative (GCI) was established under a landmark inter-governmental framework bringing together the U.S. Department of the Treasury, the World Bank Group, and the European Union. It was created to address a growing global crisis of uncompensated financial victimization from orchestrated banking fraud to state-sanctioned asset seizure.

Each claim submitted through this portal is evaluated by a joint inter-agency compliance panel with specialized expertise spanning financial law, humanitarian aid delivery, and international banking regulation. Verified claimants receive structured compensation through secure, internationally recognized channels.

Since inception, the GCI has disbursed over four billion dollars to more than 142,000 verified victims across 63 nations, making it one of the largest coordinated financial restitution programmes in modern history.

  • Investigation and adjudication of financial fraud cases
  • Recovery of wrongfully seized or frozen assets
  • Compensation for human trafficking financial exploitation victims
  • Support for cross-border remittance fraud victims
  • Capacity-building for national financial crime agencies
  • Policy advocacy for stronger global consumer protections

U.S. Department of the Treasury

The Treasury serves as primary administrative authority, overseeing financial compliance, asset tracing, and coordination of international sanctions enforcement. Treasury specialists lead the financial forensics unit responsible for verifying claimed losses and tracing misappropriated funds through global banking networks.

The World Bank Group

The World Bank provides operational infrastructure, global field presence, and disbursement architecture. Leveraging relationships with financial institutions in 189+ countries, the Bank ensures approved compensation reaches beneficiaries through secure, locally accessible channels — even in regions with limited banking infrastructure.

The European Union

The EU contributes the GCI's legal and human rights framework, ensuring adherence to the highest standards of due process, GDPR privacy law, and humanitarian protection. EU legal experts lead the case assessment committees, with a particular focus on cross-border trafficking, remittance fraud, and violations of EU citizens' financial rights.
